Meet the Candidates 2017
Glastonbury voters, please vote for the following candidates on November 7
Stewart “Chip” Beckett is the Chairman of the Town Council, and has served on the Council since 2005. Chip has lived in Glastonbury since 1971, and is a veterinarian with Beckett & Associates, a veterinary practice that he founded on Main Street. Chip is the Chairman of the Capitol Region Council of Governments, and is also a member of the Connecticut Veterinary Medical Association and the American Veterinary Medical Association. Chip earned his bachelor’s degree and a doctorate of veterinary medicine from Purdue University.
Lawrence J. Byar has served on the Town Council since 2011. Larry is a senior commercial loan officer at TD Bank, and was a member of the Board of Assessment Appeals. Larry holds a bachelor’s degree and a master of business administration from the University of Connecticut. Larry is also a vice chairman of the Board at MARC, Inc., of Manchester, Conn., and previously served as a member of the national Board of Directors at the Make-a-Wish Foundation of America.
Kurt Cavanaugh was first elected to the Town Council in 1991. Kurt has served Glastonbury in various capacities, including as a member of the Town Plan & Zoning Commission, the Public Buildings Commission and the Youth & Family Services Commission, and chaired the Board of Fire Commissioners. Kurt recently retired as a firefighter in the City of Hartford, and previously served as a police officer in East Hartford. Kurt earned a bachelor’s degree from Central Connecticut State University and an associate’s degree from Manchester Community College, and is a graduate of the Hartford Fire Department Fire Training Academy and the Connecticut Police Academy.
William “Bill” Finn has served on the Town Council since 2013. Bill has previously served as a member of the Glastonbury Youth Football Board of Directors and of the Glastonbury Youth and Family Commission. Bill also served as a vice chairman of the Town Plan & Zoning Commission. Bill attended the University of Hartford and Mattatuck Community College.
George Norman is seeking his first term on the Town Council. A retired Navy officer, George was the captain of two nuclear submarines and the director of budget analysis for the Joint Chiefs of Staff. George is a Vice President for a large financial services company, and holds a master’s degree in national security strategy from the Naval War College, a master’s in business administration from Clark University, and a bachelor’s degree in electrical engineering from Rensselaer Polytechnic Institute.
Whit Osgood was first elected to the Town Council in 2001 and is currently Vice Chairman. He previously served as a member of the Town Plan & Zoning Commission. Whit is self employed as a commercial real estate broker/consultant with over twenty years’ experience. He is a prior Board member of a local community bank and is the town’s representative to the Metropolitan District Commission. Whit holds a bachelor’s degree from Emory University and a master’s in business from the University of Wisconsin.
Board of Education
Rosemary Coggeshall is a dedicated public servant and a certified safety professional, providing consultation services for workplace safety, regulatory compliance and risk management. Rose was appointed to the Board of Education in 2011, and elected to a full-term in 2013. She serves as the Chair of the Board’s Policy Committee. Rose is dedicated to public service, volunteering in school activities, teaching religious education at her church and participating in various Town functions. Rose earned a bachelor’s degree in chemistry from St. Mary’s University in San Antonio, and a master’s degree in public health from Tulane University. She and her husband have lived in Glastonbury for over ten years and have two boys in our school system.
Eric George is seeking his second term on the Board of Education, and currently chairs the Board’s Personnel Committee. Eric is the President of the Insurance Association of Connecticut, and previously served as an in-house attorney and chief healthcare specialist for the Connecticut Business and Industry Association, Inc. Eric is also a member of the GEHMS Planetarium Advisory Committee and the Connecticut Criminal Justice Commission, and previously served as a member of the Connecticut Judicial Selection Commission. Eric earned a bachelor’s degree and a law degree from the University of Connecticut.
